Appeals Process

Aggrieved Taxpayer must submit a written application to meet with the Board of Assessment Appeals for Real Estate, Personal Property, Motor Vehicle and Supplemental Motor Vehicle appeals held annually in March. The applications for Real Estate, Personal Property, Motor Vehicle and Supplemental Motor Vehicle are available in the Assessor's Office February 1st and are due back in the Assessor's Office by February 20th per state statute. Once the completed application has been received the applicant will be contacted with the date and time of the appointment in March. 

The Board convenes in September solely for Motor Vehicle Appeals. No appointment is necessary for the September Motor Vehicle Appeals.  Appeals are heard on first come first serve basis.  Applications and supporting documentation can be submitted to the Assessor's Office ahead of time or brought to the appeal.  If you are appealing multiple vehicles, please submit an application for each vehicle. The hearing date is recorded with the Town Clerk for posting on the Town Website and published legal notice in the local newspaper (Fairfield Citizen) in August.  

It is suggested that interested taxpayers subscribe to Board of Assessment Appeals and Assessor notifications on www.eastonct.gov.

The Taxpayer or their designated agent must appear before the board at the meetings. Pursuant Connecticut General Statute Sec. 12-113 "The board of assessment appeals shall not reduce the valuation or assessment of property on the grand list belonging to any person who does not appear at a hearing before the board of assessment appeals, either in person or by such person's attorney or agent, and offer or consent to be sworn before it and answer all questions touching such person's taxable property situated in the town."

The appellant claiming a grievance must provide information necessary to substantiate any adjustment the Board may make in accordance with the law (CGS 12-114). Supporting documentation for Real Estate appeal can include appraisals, photographs and information on comparable properties. Please note however, that values are based on the last revaluation date, October 1st, 2021, and any appraisal and/ or comparable must be as of the October 1, 2021 date but is not a guarantee that the assessment will be lowered.

Decisions of a taxpayer's hearing will not be made at the time of the appeal. The Board will mail the property owner a determination of their appeal by the end of March.

If the property owner is not satisfied with the Board's decision they may appeal the value with the Superior Court within two (2) months of the Board's Notice of Action mailing date.
