06612 will hold their public hearing for those having grievance with their Real Estate and
Personal Property assessment for the October 1, 2009 Grand List on March 9, 11, and
23rd, 2010 at 7:00 P.M. in the Assessor's office located at Town Hall, 225 Center Road
Easton, Ct. 06612.

1. Discuss and act upon line item transfers for the Animal Control.
2. Discuss and act upon line item transfers for the Police Department
3. Discuss and act upon line item transfer for Conservation.
4. Discuss and act upon revenue transfer from EMS Special Services to the General Fund.
5. Presentation from the Tax Advisory Task Force.
6. The Board of Finance will make revisions and prepare final recommendations for the budget document to be presented at the Annual Town Meeting on April 26, 2010.

Minutes
Present: Mark Pompa-Chair, Elise Broach-Clerk, Claire Gold, Lee Hanson, Fred Knopf, Andy Kachele, Arthur Laske; Sal Tartaglione arrived late.
Absent: Chris Griffin
Also present: Thomas Herrmann - First Selectman, Scott Centrella-Selectman, Robert Lessler-Selectman, John F. Campbell-Treasurer, and Grace Stanczyk-Comptroller.

Elise Broach moved and Art Laske seconded a motion to have Fred Knopf fill-in for Sal Tartaglione in his absence. Motion unanimously carried.

Andy Kachele moved and Art Laske seconded a motion to transfer from Animal Control (70010000-5011) Utilities the amount of $950.00 to Animal Control Part-time wages (70001000-5119) and the amount of $950.00 from Animal Control Services and Fees (70002000-5200) to Animal Control Part-time wages (70001000-5119). Motion unanimously carried.

Andy Kachele moved and Elise Broach seconded a motion to transfer from Police Regular Wages the amount of $620.00 to Police Administration Assistant Wages (03641010-5105) from Police Regular Wages the amount of $465.00 to Police Record Clerk I Wages (03641010-5106) and from Police Regular Wages the amount of $593.00 to Police Record Clerk II Wages. Motion unanimously carried.

Lee Hanson moved and Elise Broach seconded a motion to transfer from Conservation Services & Fees (04002000-5250) the amount of $130.00 to Conservation Education (04006000-5686). Motion unanimously carried.

Andy Kachele moved and Elise Broach seconded a motion to transfer the amount of $100,000 from EMS Special Revenue to the General Fund. Motion unanimously carried.

Paul Lindoerfer, Chair of the Tax Analysis Task Force, presented their comparative study of Easton’s town spending. Spending in different areas of government was compared to that of similar-sized towns, specifically Redding, Weston, and Woodbridge. The study was not conclusive as there are many variables that need to be deciphered.

The P&R Extended Day Director’s salary was discussed. The Board will take the funds from the P&R Activity Fund to cover the wages included in the General Fund P&R Budget for the upcoming 2010-2011 fiscal year.

The Public Works Capital Project to rebuild Morehouse Road is eliminated from the 2010-11 budget and will be considered as a project at a later date. There are LoCIP funds of $232,000 available and the balance would need to be considered for bonding.

Ed Nagy informed the Board of possible unexpended funds in the Highway budget ($7,000 in the overtime account) and approximately $25,000 in the 660 Morehouse Road Wage account.

Sal Tartaglione moved and Andy Kachele seconded a motion to adjourn at 9:51 p.m. Motion unanimously carried.
