Meeting called to order @ 7:30pm

New Business
There was a discussion on the field usage fees for the Easton Community Center for the 2010 summer season. The Easton Community Center representatives stated that they would like to be considered a civic organization. If not they would like the Parks and Recreation Department to waive the field usage fee or lower the cost due to the “agreement” between Parks and Recreation and the ECC. The commission stated that they will discuss the matter and let the Community Center know what they have decided in a timely manner.

Minutes
The February minutes were distributed and reviewed. John Broadbin stated he would like Tom Herrmann’s name added to the guests in the February minutes. Tom Cable made a motion to accept the minutes. Mark D’Augelli seconded. All in favor of accepting minutes.

Financial Reports
The financial reports were distributed and reviewed. Mark D’Augelli made a motion to accept the financial reports. Mike Fleischer seconded.

Old Business
Extended Day – Danielle Alves stated that the program is running well into the second half of the school year and that a new employee was hired due to the increase in numbers on Tuesday afternoons.

New Business
There was a discussion on the Leo Club’s request for a one time field use in September 2010 for their “Responsible Dog Owner Day”. There was a motion to wave the field usage fee. All in favor.

After a lengthy discussion on the Easton Community Centers request to waive their field usage fees for the summer of 2010, the commission voted 4 to 1 to uphold its original assessment of $50 per hour for field usage, as they concluded they did not fall into the civic group category of our policy. The commission is offering a “recess area” for the ECC camp from 12:30 – 2:00 pm daily, from June 21st – August 27th at no charge. This area is defined as “the first base foul area nearest to the ECC facility” on Veterans field.

Budget – After a discussion on the budget the commission decided to present a 2% and a 4% budget to the Board of Finance.


Public Comment - There were no public comments.

Accidents - There were no accidents reported this month.

Mark D’Augelli made a motion to adjourn. Tom Cable seconded.
Meeting was adjourned at 10:35 pm.

Easton Public Library Community Room – March 1, 2010

The Easton Police Commission Special Meeting was called to order by Chairman Robert Nicola at 5:40 P.M.

I. NEW BUSINESS:

A. Review of 2010 / 2011 Fiscal Year Budgets:
(1) Police Department
(2) Animal Control Dept.
(3) Communications Dept.

There was a discussion of all three proposed budgets for the 2010/2011 Fiscal Year. Due to the inclusion of benefits in the three budgets, there are unexpected and significant increases in each budget that need to be addressed with the Board of Finance. The Commission agreed to submit the budgets to the Board of Finance as recommended by Chief Solomon.

Vice Chairman Martin made a motion to adjourn at 6:20 P.M., seconded by Secretary Gelfand and passed unanimously.
